Justin Gabrys is a retired Deputy Chief of Police with the Town of Dover Police Department in Morris County and is a U.S. Army Veteran, having served a 6-year tour of duty as a Military Police Officer.
Justin earned a Bachelor’s Degree in Public Administration and a Master’s Degree in Administrative Science, both from Fairleigh Dickinson University, and his areas of expertise include Strategic Planning, Risk Management, and Human Resources.

Harrison Dillard is a retired Captain of Investigations with the Morris County Prosecutor’s Office and is a U.S. Army Veteran, having served a 5-year tour of duty as a Military Police Officer.
Harrison earned a Bachelor’s Degree in Criminal Justice from Rutgers University. He is the Chairperson of the Civil Rights and Diversity Committee of NOBLE New Jersey, is a trained Civil Rights Investigator, and his areas of expertise include Equity, Diversity & Inclusion Training, and Bias Incident Mitigation.

Edwin Walker is a retired Detective with the Willingboro Police Department in Burlington County and is a U.S. Marine Veteran, having served a 6-year tour of duty.
Edwin earned a Bachelor’s Degree in Political Science from Bloomfield College and a Master’s Degree in Homeland Security from Thomas Edison State University; and his areas of expertise include Cyber Security, Physical Security, Response & Recovery plans for large events, and Investigations.
Edwin is the proud father of three children.
We currently offer a complete range of consulting and training services to local school districts within Hunterdon County. By implementing data-driven, evidence-based best practices, we developed workable solutions and created standardized protocols that are easy to follow.
In October 2020, we began working with the NHVRHSD to revise their Code of Conduct and develop protocols for teachers, staff and administrators regarding immediate responses to bias-related incidents.
We have developed a standard Bias Incident Report Form to ensure incidents are uniformly documented and tracked, and a Bias Incident Tracking System to help monitor incidents, look for patterns when faced with an uptick, and identify repeat offenders.
In January 2021, we began collaborating with school staff at North Hunterdon and Voorhees High Schools, and utilizing our “team-teaching” approach, we conducted various activities to engage all 2,600 students in declaring the school district as a “No Place For Hate”.
In March 2021, we developed the curriculum and presented our Anti-Bias course to all 250 teachers within the North Hunterdon-Voorhees Regional High School District.
